Understanding the Combined Nomenclature & the Integrated Tariff of the EU

97 Chapters · 4-Digit Hierarchy

All CN codes fall under 97 chapters (2-digit), then headings (4-digit, e.g. 8517), subheadings (6-digit, e.g. 8517.12), and finally CN subheadings (8-digit, e.g. 8517.12.00) — the EU's import code level.

CN = Common, TARIC = National + Measures

The 8-digit Combined Nomenclature (CN) is common to all 27 EU member states. TARIC extends it to 10+ digits with additional codes and tariff measures (suspensions, anti-dumping, quotas).

MFN + Preferential Rates

EU applies MFN (Most-Favoured-Nation) rates to WTO members. Preferential rates (often 0%) apply to FTA/EAA partners (Norway, Switzerland, UK TCA, Japan EPA, Canada CETA, and more).

HS → CN → TARIC

The 6-digit HS is global. CN adds 2 EU digits to make 8-digit. TARIC adds a further 2+ digits for EU-level measure codes and national-level codes (e.g. Germany's 11-digit Zollnummer).

CN codes are updated annually (effective January 1) with occasional mid-year amendments. Always verify current rates with the competent customs authority before filing import declarations.

Common questions about EU CN / TARIC codes and customs duties

What is the difference between CN and TARIC?
The 8-digit Combined Nomenclature (CN) is a common classification framework used across all 27 EU member states for both tariff and statistical purposes. TARIC (The Integrated Tariff of the European Communities) extends the CN to 10+ digits with additional codes and incorporates all EU-level tariff measures: duty suspensions, anti-dumping duties, tariff quotas, and export refunds.
Why are duty rates not shown yet?
The Combined Nomenclature (CN) defines the product codes, but not the applicable duty rates. MFN duty rates, preferential rates, and tariff measures are stored separately in the EC's TARIC consultation database, which we are now importing and mapping to the CN codes. The combined rate lookup will be enabled in Q2 2026.
Does this tool cover imports into all EU countries?
Yes. The 8-digit Combined Nomenclature is identical in all 27 EU member states, so the classification lookup works for Germany, France, Netherlands, Italy, Spain, Poland, Belgium, Sweden, and all other member countries. TARIC measures (once integrated) are also EU-wide. Member states may apply additional national-level codes (e.g. DE 11-digit Zollnummer) for their own statistical purposes.
How do I import VAT on top of the duty?
In the EU, import VAT is calculated on the CIF value plus customs duty. The VAT rate is a national rate and varies by member state (typically 17–27%) and by product category. Our calculator currently estimates customs duty only; import VAT will be added as a configurable field by member state in a subsequent update.
When is the best data used for the EU codes?
The CN data comes from the official Eurostat Combined Nomenclature 2024 dataset (CN 2024), published via data.europa.eu under the European Commission reuse notice. A free / openly licensed dataset. The CN is updated annually every year on January 1 with occasional mid-year adjustments.
