Canadian Customs Tariff Explained

Understanding Canada's CBSA tariff system & HS classification

97 Chapters · HS Hierarchy

All Canada codes fall under 97 chapters (2-digit), then headings (4-digit, e.g. 0101), and subheadings (6-digit, e.g. 0101.21) — the international HS level that Canada's Customs Tariff builds upon.

Canadian Customs Tariff

The Canadian Customs Tariff is administered by the Canada Border Services Agency (CBSA). It sets the duty rates applied to goods imported into Canada, based on the WCO Harmonized System and extended to 8-digit tariff items.

MFN + Preferential Rates

Canada applies MFN rates to WTO members, plus a wide range of preferential treatments including USMCA/CUSMA (US & Mexico), CETA (EU), CPTPP, CCFTA (Chile), and the General Preferential Tariff (GPT) for developing countries.

HS → Canada 8-Digit Tariff Items

The 6-digit HS is global. Canada extends it to 8-digit tariff items (e.g. 0101.21.00) for customs declarations, with the additional digits carrying the applicable MFN and preferential duty rates.

Annual Updates

The Canadian Customs Tariff is updated annually, with changes typically taking effect on 1 January. Preferential treatments may be updated as FTAs are revised. Always verify current rates with CBSA before filing import declarations.

Frequently Asked Questions

Common questions about the Canadian Customs Tariff & import duties

What is the Canadian Customs Tariff?
The Canadian Customs Tariff is the official tariff schedule administered by the Canada Border Services Agency (CBSA). It sets the duty rates applied to goods imported into Canada, based on the WCO Harmonized System and extended to 8-digit tariff items. It includes Most-Favoured-Nation (MFN) rates and a wide range of preferential tariff treatments for Canada's FTA partners.
What is the difference between 6-digit HS codes and Canada 8-digit codes?
The 6-digit HS code is the international Harmonized System standard used worldwide (e.g. 0101.21 for pure-bred breeding horses). Canada extends this to 8-digit tariff items (e.g. 0101.21.00) for customs declarations, with the additional digits carrying the applicable MFN duty rate and preferential treatment rates (USMCA/CUSMA, CETA, CPTPP, GPT, etc.).
Why are duty rates shown as "-"?
This tool currently displays the HS 6-digit base layer — the international classification hierarchy shared by all 97 chapters. The HS base defines the product classification but does not carry the country-specific duty rate. Canada-specific 8-digit tariff items, MFN duty rates, and preferential treatments are being imported from CBSA and will be displayed here in Q3 2026.
How are import duties calculated in Canada?
Canadian customs duty is calculated on the CIF value (cost + insurance + freight) of the goods, multiplied by the applicable duty rate (MFN or preferential). GST (5%) is then applied on top of the CIF value plus the customs duty. Some goods also attract excise duty (alcohol, tobacco, fuel). Provincial sales taxes may also apply at the point of sale. Our calculator estimates the customs duty portion using a manually entered rate.
Where can I find official Canada tariff information?
The official source is the CBSA Canadian Customs Tariff at cbsa-asfc.gc.ca/trade-commerce/tariff-tarif. It provides the full tariff schedule including 8-digit tariff items, MFN duty rates, and all preferential tariff treatments. Always verify current rates with CBSA before filing import declarations.
