China Customs Tariff (中国海关税则) Explained

Understanding China's GACC tariff system & HS classification

97 Chapters · HS Hierarchy

All China codes fall under 97 chapters (2-digit), then headings (4-digit, e.g. 0101), and subheadings (6-digit, e.g. 0101.21) — the international HS level that China's tariff schedule builds upon.

GACC Customs Tariff

The Customs Tariff of the People's Republic of China (中华人民共和国进出口税则) is administered by the General Administration of Customs of China (GACC). It defines both import and export tariff rates for goods entering or leaving China.

Duty + VAT + Consumption Tax

Imports into China typically attract three levies: customs duty (MFN or preferential), import VAT (13% or 9%), and consumption tax (on luxury/special goods like tobacco, alcohol, cosmetics, automobiles).

HS → China 8/10-Digit Codes

The 6-digit HS is global. China extends it to 8-digit (tariff lines with duty rates) and 10-digit (statistical commodity codes for customs declarations), with the additional digits carrying the applicable duty, VAT, and consumption tax rates.

Official Source

HS base data sourced from WCO Harmonized System 2017. China-specific tariff lines, MFN duty rates, provisional rates, and tax rates being collected from the General Administration of Customs of China (GACC).

Annual Updates

China's tariff schedule is updated annually, with the Tariff Adjustment Plan typically taking effect on 1 January each year. Provisional rates and policy adjustments may also apply mid-year. Always verify current rates with GACC before filing declarations.

Frequently Asked Questions

Common questions about China's GACC Customs Tariff & import duties

What is the GACC Customs Tariff (中国海关税则)?
The Customs Tariff of the People's Republic of China (中华人民共和国进出口税则, also called the GACC Customs Tariff) is the official tariff schedule administered by the General Administration of Customs of China (GACC). It defines both import and export tariff rates, provisional rates, and applies to goods entering or leaving mainland China. It is based on the WCO Harmonized System and extends it to 8-digit and 10-digit tariff lines.
What is the difference between 6-digit HS codes and China 8/10-digit codes?
The 6-digit HS code is the international Harmonized System standard used worldwide (e.g. 0101.21 for pure-bred breeding horses). China extends this to 8-digit tariff lines (which carry the applicable MFN and provisional duty rates) and 10-digit statistical commodity codes (used for customs declarations and trade statistics). The additional digits allow China to set country-specific duty and tax rates.
Why are duty rates shown as "-"?
This tool currently displays the HS 6-digit base layer — the international classification hierarchy shared by all 97 chapters. The HS base defines the product classification but does not carry the country-specific duty rate. China-specific MFN duty rates, provisional rates, import VAT, and consumption tax are being collected from GACC and will be displayed here in Q3 2026.
How are import duties calculated in China?
Imports into China typically attract three levies: customs duty = CIF value × duty rate; import VAT = (CIF value + customs duty + consumption tax) × VAT rate (13% or 9%); and consumption tax (applied to certain goods like tobacco, alcohol, cosmetics, and automobiles). Some goods may also attract an export tariff when leaving China. Our calculator estimates the customs duty portion using a manually entered rate.
Where can I find official China tariff information?
The official source is the General Administration of Customs of China (GACC) website at customs.gov.cn. It publishes the annual Tariff Adjustment Plan, the full tariff schedule, and lookup tools for 8/10-digit commodity codes with applicable duty and tax rates. Always verify current rates with GACC before filing import declarations.
